Flexible Plastic Recycling Delay: The CO₂e Impact

The Government has confirmed that mandatory household collections of flexible plastics in England have been delayed until April 1st, 2030. Originally planned to roll out on March 31st, 2027, Business Waste has calculated that the three-year delay could affect 450,000 tonnes of flexible plastic, including items such as bread bags, crisp packets, plastic film and multipack wrapping.

If these materials continue to be placed in general waste rather than recycled, up to 845,800 tonnes of CO₂e savings could be at risk. The delay could be a welcome break for sorting and recycling capacity, but the carbon risk is sizeable depending on how the next three years are used.

What has changed?

What are flexible plastics?

Flexible plastics are lightweight packaging that bends, scrunches, or wraps around products. Examples of products that use flexible plastics include:

  • Bread bags
  • Crisp packets
  • Salad bags
  • Plastic film
  • Pasta and rice bags
  • Frozen food bags
  • Pet food pouches
  • Multipack wrapping
  • Carrier bags

Flexible plastics are usually harder to recycle than other plastics. They are lightweight, which makes them difficult to sort; they can also wrap around machinery in sorting facilities. Due to their usage, food residue often contaminates them. Additionally, they may be layered or composed of mixed materials; they must be sorted compliantly and sent to appropriate reprocessing facilities.

How much flexible plastic could be affected?

The FlexCollect project estimated that over 150,000 tonnes of flexible plastic packaging could be collected from households in 2027. Using this figure as a baseline, a three-year delay could affect 450,000 tonnes of flexible plastic. It’s important to note that this shows the possible scale of material at risk, not a guaranteed outcome.

Some councils may take it upon themselves to introduce collections before the mandatory 2030 date. Supermarket and retailer take-back schemes may also continue, offering both households and businesses an alternative route for this waste stream.

Actual impact will depend on:

  • Household participation
  • Local collection availability
  • Sorting capacity
  • Reprocessing outlets
  • Packaging design
  • Whether flexible plastic is kept clean and dry

Why have flexible plastic collections been delayed?

The delay comes after concerns that England may not yet have the required sorting and recycling capacity for national flexible plastic collections. Councils may also have to invest in new collection systems, suitable vehicles, storage space, communication upgrades and reliable recycling outlets. Collecting more material will only work if there is somewhere suitable for it to go.

Simpler Recycling is intended to standardise the collection of recyclable waste streams and improve recycling quality, alongside Extended Producer Responsibility (EPR) and the Deposit Return Scheme (DRS). If households are asked to separate flexible plastics and the material is rejected, burned, or sent to landfill, trust in the recycling system could be negatively affected.

The extra time granted by the Government should be used to build capacity and improve the certainty of the flexible plastic collection outcome.

Mark Hall: the delay must not become drift 

“The delay is understandable if the recycling system is not ready, but it cannot become three years of drift. Councils, recyclers and producers need clear milestones so the 2030 deadline does not move again.” 

Why packaging design matters

Collections are only a percentage of the issue. Flexible packaging must be designed with sorting and recycling in mind.

Manufacturers could use this additional time to:

  • Simplify packaging designs
  • Reduce unnecessary layers
  • Avoid hard-to-recycle mixed materials
  • Improve labelling
  • Design packaging for real UK recycling routes, not theoretical recyclability

Packaging EPR is already shifting more cost and responsibility to producers. If packaging remains difficult or uneconomic to process, changing the collection process will not be the sole solution to the issue.

What does the delay mean for businesses?

“Flexible plastic is difficult because collection is only one part of the problem. Packaging design, sorting capacity and reliable end markets all have to work together; otherwise households lose trust in recycling.” 

What retailers and packaging producers should do

  • Make take-back points easier to find and use where available.
  • Keep customer instructions simple.
  • Check whether packaging is actually compatible with UK recycling systems.
  • Reduce unnecessary films, laminates and mixed-material layers.
  • Improve on-pack disposal guidance.
  • Prepare for EPR costs and reporting requirements.
  • Work with recyclers before changing materials.

What businesses should do with flexible plastics now

  • Check whether your waste contractor accepts flexible plastic separately.
  • Do not put flexible plastic into standard recycling unless it is accepted.
  • Keep plastic film clean and dry where separate collection is available.
  • Train staff on what counts as flexible plastic.
  • Avoid contaminating dry mixed recycling with film or food residue.
  • Review packaging used in deliveries, stockrooms and customer areas.
  • Reduce single-use flexible packaging where practical.

Methodology

  • FlexCollect estimated that just over 150,000 tonnes of flexible plastic packaging could be collected from households in 2027.
  • Business Waste Ltd used 150,000 tonnes as the annual baseline.
  • The delay from 2027 to 2030 was treated as three years.
  • 150,000 tonnes × three years = 450,000 tonnes of flexible plastic potentially affected.
  • Defra residual waste data was used to apply an estimated treatment split for municipal residual waste in England.
  • The estimate assumes 71% of affected material would go to energy recovery and 29% to landfill if placed in residual waste.
  • This gives:
    • 319,500 tonnes to energy recovery
    • 130,500 tonnes to landfill
  • WRAP CarbonWARM2 figures for plastic film were used to estimate the carbon difference between recycling and residual treatment.
  • The estimated carbon impact is 734,600 to 845,800 tonnes CO₂e compared with recycling.
  • The figure should be treated as an estimate rather than a confirmed emissions total.
  • The actual impact may be lower if councils introduce collections before 2030, retailer take-back schemes continue, households use existing recycling routes, or additional sorting and reprocessing capacity comes online.
