It is bordered by Bolton, Warrington and Manchester. It is thought that Wigan first became a borough in 1246 thanks to the issuing of a charter by King Henry III. Towards the end of the Middle Ages, Wigan was one of four boroughs within Lancashire that possessed Royal charters (the others being Liverpool, Preston and Lancaster).
